January 28, 2010 - Zhao Huxiang, SINOTRANS  president with the president assistant, Qin Wei and others went to Binhai New Area of Tianjin for interview with He Lifeng, deputy Party secretary of Tianjin and Party sectary of Binhai New Area, as well as other leaders including Tian Changsong, president of Tianjin Port (Group) Co., Ltd. The two sides conducted in-depth exchanges regarding further participation by SINOTRANS into the urban development of Binhai New Area and the port construction of Tianjin Port.

After the interview, SINOTRNAS TIANJIN CO. and Tianjin Harbor Industrial Investment Holdings Limited executed a "Letter of Investment Intent", where President Zhao Huxiang and Secretary He Lifeng made addresses respectively at the signing ceremony. Chen Gaoming, general manager of SINOTRNAS TIANJIN CO. signed in the Letter for and on behalf of SINOTRANS.

The execution of letter of intent is an important measure to implement the "Agreement of Strategic Partnership" dated of 2007 between SINOTRANS and Tianjin Municipal Government, enabling SINOTRANS  to consolidate and develop their strategic cooperative relation with Tianjin Municipal Government, enhance the operational capabilities at coastal ports, and improve the nationwide logistics hub network.
