Feb 4-5th – 2010 SINOTRANS working conference was held in Shanghai, attended by SINOTRANS Board of Directors, Board of Supervisors, management team and Party committee leadership, as well as more than 160 representatives from SINOTRANS functional departments, sub-companies, CSC, Sinotrans Limited, shipping companies and overseas offices. SINOTRANS Chairman Miao Gengshu, President Zhao Huxiang, Secretary of the Party Committee Liu Xihan, and Director of the Board of Supervisors Shi Huan were present and gave important speeches at the meeting. The Vice President, Tao Suyun presided over the meeting, and made a summary of it.

The main tasks of this meeting are to: conscientiously implement the spirits of the 17th National Congress of the CPC, 3rd and 4th Plenary Sessions of the 17th CPC Central Committee, the Economic Work Conference of the Central Committee of CPC, and the Conference of Central Enterprise Principals; thoroughly carry out the scientific outlook on development; sum up the work in 2009; analyze the trends, and; deploy the main tasks in 2010.

Chairman Miao Gengshu made an important speech entitled with "Reorganize for Strategy and Further for Development, and strive to be Top 500 in the World Earlier". The speech with strategically advantageous position represents the positive and highly appraisal of board of directors to 2009 work as well as, on basis of in-depth analysis economic trends, with strategic height, presents the overall requirements and clear opinion regarding 2010 work. He said that 2009 was the first year after SINOTRANS reorganization, as well as a year of SINOTRANS suffering exposure from international economic crisis. Over the past year of 2009, under the leadership of SASAC, under the guidance of Board of Supervisors, the Group staff made in-depth study and practice of scientific outlook on development, persisted in unity and hard work, and implemented the continuous innovation, resulting into remarkable achievements. The Group management level has, under the complex and changing market trends and the severe impact of economic crisis, actively implemented the requirements of the Board of Directors, accurately judged the trends, been determined to take measures, calmly dealt with the crisis, and comprehensively completed the production and management tasks, as well as the assessment indicators from the SASAC and the Board of Directors. Under such tough economic environment, these achievements are rather costly. Regarding 2010, on behalf of the Board of Directors, Chairman Miao Gengshu put forward the overall requirements based on full analysis of 2010 trends, i.e., comprehensively implement the spirits of the 4th Plenary Session, the Economic Work Conference of the Central Committee of CPC and Conference of Central Enterprise Principals, further make in-depth study and practice of scientific outlook on development, actively carry out the reorganization plan, adjust and improve the development strategy, accelerate the integration of resources, innovate the management modes, enhance the core competitiveness, create the advanced enterprise culture, ensure the security and stability, and lay a solid foundation for the strategic objective of becoming a Top 500  in the World earlier.

President Zhao Huxiang presented the work report entitled with "Adjustment and Optimization for Strength, and Integration and Innovation for Development", which features strong practicality, guidance and operability. He said that, in 2009, the Group earnestly implemented the requirements of SASAC and the decisions and arrangements by Board of Directors, calmly dealt with the crisis, strengthened the basic management, actively promoted the reorganization, enhanced the adjustment and optimization, spared no efforts to promote the sustainable development of the Group, and made new achievements and progress in various aspects. The Group has fully completed the 2009 annual operating budget, over-fulfilled the four performance evaluation indicators by the Board of Directors on behalf of SASAC, achieved the business income of 77.857 billion Yuan, and completed the assessment objectives by 189.1%.

Based on the analysis and judgment of trends, as well as the understanding to actual situation of the Group, President Zhao Huxiang put forward the 2010 overall work layout of the Group: earnestly implement the spirits of the Economic Work Conference of the Central Committee of CPC and the Conference of Central Enterprise Principals, thoroughly carry out the scientific outlook on development, understand the trends, seek unity of thinking; clarify the development strategy, promote the in-depth integration; base on strengthening the primary industry, speed up the adjustment and optimization; enhance the basic management, strengthen the independent innovation; change the mode of growth, improve the competitiveness, and achieve the sustainable development of the Group. At the same time, he made the concrete arrangement of 2010 key work, on nine aspects.

The Secretary of the Party Committee, Liu Xihan made a work report entitled with "Focus on the Center, Play the Role, and Promote the Scientific Development of Group". Well-targeted, the report is a good guidance for Party building in the new period. With the "Four Hard-won", that is, the full realization of operational indicators is hard-won, the positive response to the crisis is hard-won, the reorganization and integration is hard-won, and the security and stability is hard-won. The report made a comprehensive review of the Group's major work in 2009 and pointed out that, in 2009, the Group's Party organizations at all levels adhered to the scientific outlook on development as guidance, actively integrated into the central task, continued to strengthen and improve Party building, innovated the channels and modes for Party organizations to play a role of political center, closely united with and relies on the massive workers, and provided the strong ideological, political and organizational guarantees for the Group to respond to crises, promote reorganization, upgrade management and achieve scientific development.

On basis of comprehensive review and analysis of 2009 work of the Party committee, Liu Xihan made clear the guiding ideology of Party committee in 2010: take the spirits of the 17th National Congress of the CPC and the 4th Plenary Session, and scientific outlook on development as guidance, closely focus on the central work of Group, and serve the overall situation and the achievement of Group's annual business objectives; take the theme building as carrier, and continue to strengthen building of leadership, grassroots organizations, talent team, party member team and worker team; take the reorganization and integration as emphasis, give full play to the central role of Party organization to promote scientific development, serve the massive workers, widely unite the people and enhance the harmony and stability, and provide the strong ideological, political and organizational guarantees to promote the scientific development of Group. At the same time, he also put forward the specific ideas and requirements regarding 2010 key work, i.e., deepen the three items of education, sublimate three kinds of awareness, carry out three contests, enhance three types of supervision, promote five categories of building, and maintain stability of five areas.

The three leaders have, on different aspects, made comprehensive and systematic summary of 2009 work, fully affirming our achievements while making analysis of existing problems; analyzed the 2010 trends, defined the guiding ideology, thinking and priorities of 2010 work, and put forward specific opinions and requirements. Their important speeches and proposals are very important guiding to the Group work in 2010.

The Group Director, Wang Huacheng, gave a lecture titled with "EVA-cored Enterprise Performance Evaluation System". His excellent interpretation enabled participants to fully understand the concept of EVA (Economic Value-Added), which is conducive to guide enterprises for strength and expansion and, to certain extent, avoid corporate short-term behavior, while encouraging the research and development of new products and the increase the training input.

During the meeting, focusing on the important speech by Chairman Miao Gengshu, the work reports by President Zhao Huxiang and the Secretary Party Committee, Liu Xihan, and the reference topics determined by the Conference, regarding how to prevent risks, make business innovation, strengthen internal collaboration and enhance enterprise Party-building work, etc. The representatives carried out frank, heat and in-depth exchanges and discussions as well as, in combination with their practical experience and theoretical insights, put forward many good ideas and suggestions. They all agreed on the accuracy and objectiveness of the 2009 work summary in the three speech and reports; the thoroughness of the analysis on the situation of 2009; the clarity and definitude on the arrangement of the work in 2010, with priority given and adequate measures provided; and the significance in guiding future work as well as the vital role in promoting the strategic development of the Group, intensifying reform, implementing all work tasks and ensuring the stable progress of reform and development.

At the meeting, the principals of Transportation Management Department and Finance Department of Group made in-depth detailed analysis on the Group business and financial situations.

The meeting called for the participants to earnestly implement the spirit of this conference, clearly understand the situation, strengthen their confidence, take the scientific outlook on development as guidance and, together, strive to achieve the full completion of 2010 budget and tasks.
